Global Plastic Manufacturing Statistics: Scale and Long-Term Growth

Production, use and waste are related but different indicators. Production counts plastics made, while the OECD use measure includes fibres and additives; the waste series is modeled across the lifecycle.

  • The Plastics Europe preliminary estimate puts global plastics production at 400.3 million tonnes in 2022 and defines the total as including fossil-based and circular routes. Plastics – the fast Facts 2023
  • UNEP summarizes a historical increase from about 2 million tonnes in the 1950s to more than 438 million tonnes in 2017. Its separate primary fossil-based series rises from around 2 million tonnes in 1950 to about 438 million tonnes in 2017, so the figures should not be treated as a direct factory census. Riverine plastic pollution: technical highlights
  • Cumulative primary plastic production from 1950 through 2017 was estimated at 9,200 million tonnes, and more than half of cumulative production had occurred since 2004. How can a life-cycle approach curb the plastic pollution crisis?
  • UNEP’s literature summary describes average plastic production growth of about 4% per year across the broad 1950s-to-2010s expansion. Riverine plastic pollution: technical highlights
Global measure Earlier period and value Later period and value Definition
Plastics use 234 Mt, 2000 460 Mt, 2019 OECD use measure including fibres and additives
Plastic waste generation 156 Mt, 2000 353 Mt, 2019 OECD modeled global waste
Primary plastic production 9,200 Mt cumulative, 1950–2017 34 billion tonnes forecast to 2050 Cumulative primary plastic; forecast is not observed

The historical and cumulative values above are estimates summarized by UNEP rather than independently verified annual production surveys. The 34-billion-tonne figure is a forecast for cumulative primary production by 2050. How can a life-cycle approach curb the plastic pollution crisis

The OECD estimated that plastics use fell 2.2% in 2020 compared with 2019 during the COVID-19 pandemic. That is a use estimate, not a direct census of factory output. Global Plastics Outlook: Economic Drivers, Environmental Impacts and Policy Options

Plastic Manufacturing Statistics by Region, Polymer and Application

The 2022 regional picture is concentrated in Asia, while the polymer mix shows how production is distributed across material families.

Region or polymer 2022 share of global plastics production Scope
Asia 52% Plastics Europe regional grouping
China 32% Separately reported national share
Rest of Asia 19% Excludes separately shown China and Japan
North America 17% Plastics Europe regional grouping
EU27+3 14% EU27 plus Norway, Switzerland and United Kingdom
Polypropylene 18.9% Global polymer mix
PE-LD and PE-LLD 14.1% Combined low- and linear-low-density polyethylene
Other thermoplastics 15.4% Residual thermoplastic category
Other thermosets 8.8% Residual thermoset category

These are shares from Plastics Europe’s 2022 classification, so the regional grouping and polymer categories should be read as defined there. Plastics – the fast Facts 2023

Downstream conversion is not the same as polymer production. In EU27+3 in 2022, European conversion into products and parts was allocated as follows:

  • Packaging accounted for 39% of European plastics conversion.
  • Building and construction accounted for 23%.
  • Automotive accounted for 8%.
  • Electrical and electronics accounted for 6%.
  • Agriculture, farming and gardening accounted for 6%.
  • Houseware, leisure and sports accounted for 4%.

The application allocation is a preliminary estimate and describes conversion activity, not the volume of resin produced. Plastics – the fast Facts 2023

European data provide a more detailed view of production, employment and trade, but the geographic perimeter changes across sources. EU27+3 includes Norway, Switzerland and the United Kingdom; other figures explicitly use EU or Europe.

European industry measure Period Value
Plastics production, EU27+3 2022 58.7 Mt
Fossil-based plastics production, EU27+3 2022 47.2 Mt
Companies, EU27+3 2022 53,150
Employees in plastics manufacturing and related industry, EU27+3 2022 More than 1.5 million
Industry turnover, EU27+3 2022 More than €400 billion
Trade balance, EU27+3 2022 €9.2 billion

The turnover figure is industry-wide and is not manufacturing value added. The production estimate is preliminary. Plastics – the fast Facts 2023

EU plastics production fell 8.3% from 2022 to 54 million tonnes in 2023, according to preliminary data using an EU scope. Europe-wide production represented 12% of global plastics production in 2023, a separate geographic presentation. Falling EU competitiveness threatens circular plastics transition

European plastics-resin exports fell 25.4% between 2020 and 2023. This trade measure covers resin exports rather than all plastic products. Falling EU competitiveness threatens circular plastics transition

Recycled and Circular Plastic Manufacturing Statistics

Circular metrics need careful interpretation because collection, recycling output and the share of new products using circular feedstocks describe different stages.

In Europe, circular plastics accounted for 13.5% of new plastic products manufactured in 2022 under the source’s definition, which includes recycled and alternative feedstock categories. The product denominator differs from resin production. Plastics – the fast Facts 2023

European mechanically recycled post-consumer plastics production rose from 3.8 million tonnes in 2018 to 5.9 million tonnes in 2022 in the historical Plastics Europe series. In 2023, mechanically recycled post-consumer production fell 7.8% to 7.1 million tonnes, while chemically recycled plastics production was estimated at 0.12 million tonnes and bio-based plus bio-attributed production at 0.8 million tonnes. Plastic Manufacturing Waste, Disposal and Emissions Statistics

The OECD’s 2019 lifecycle accounting shows where plastic waste was modeled to move after use and how emissions were distributed across the plastics lifecycle.

2019 global outcome Quantity Definition
Plastic waste generated 353 Mt Modeled lifecycle total
Industrial incineration 67 Mt Industrial-facility category
Sanitary landfills 174 Mt Sanitary-landfill category
Mismanaged and littered waste 82 Mt per year OECD estimate
Plastic leakage into environment About 22 Mt Different from mismanaged waste

The plastics lifecycle emitted an estimated 1.8 billion tonnes of greenhouse gases in 2019, equal to 3.4% of global greenhouse-gas emissions. About 90% of those lifecycle emissions came from production and conversion of fossil-fuel feedstocks in the OECD model. Global Plastics Outlook: Economic Drivers, Environmental Impacts and Policy Options

U.S. EPA data offer a narrower manufacturing indicator. Production-related waste managed by U.S. plastics product manufacturing fell by 7.1 million pounds, or 4%, from 2012 to 2021, but the TRI figures cover reportable chemicals and facilities rather than all manufacturing waste. 2021 TRI National Analysis

Plastic Manufacturing Forecasts and Outlook Through 2060

The OECD baseline is a scenario, not a policy commitment or an observed result. It projects rising use and larger absolute waste flows even where intensity or shares improve.

OECD baseline projection 2019 2060
Global plastics use 460 Mt 1,321 Mt headline projection
Recycling 33 Mt 176 Mt
Recycling share of plastic waste 9% 17%
Landfilled plastic waste 174 Mt 507 Mt
Incinerated plastic waste 67 Mt 179 Mt
Mismanaged plastic waste 79 Mt 153 Mt

The OECD detailed baseline series also presents 1,231 million tonnes of global plastics use in 2060, rather than the 1,321 million tonnes headline figure. Those values come from different presentations in the report and should not be merged or presented as one estimate. Global Plastics Outlook: Policy Scenarios to 2060

The baseline projects global recycling’s volume from 33 million tonnes in 2019 to 176 million tonnes in 2060, while its share of global plastic waste rises from 9% to 17%. It also projects landfilled waste from 174 million tonnes to 507 million tonnes and incinerated waste from 67 million tonnes to 179 million tonnes. Global Plastics Outlook: Policy Scenarios to 2060

Global average plastic use per dollar of GDP is projected to fall 16% between 2019 and 2060, indicating relative decoupling rather than an absolute reduction in use. Sub-Saharan Africa’s plastics use is projected to exceed six times its 2019 level by 2060, while its share of overall plastics production rises from 6% to 12% in the baseline. Global Plastics Outlook: Policy Scenarios to 2060

Mismanaged plastic waste is projected to rise from 79 million tonnes in 2019 to 153 million tonnes in 2060, even as its share falls from 22% to 15%. The contrast illustrates why percentage improvements and absolute waste volumes need to be reported together. Global Plastics Outlook: Policy Scenarios to 2060
